National Housing Plan is making Apartment Swaps Easier in Monaco

The Monegasque government is accelerating the development of the National Housing Plan (PNL) with an overhaul of the state housing exchange system. Announced before the National Council, this new part of the PNL aims to offer more opportunities for Monegasques to move into housing that corresponds to their current needs. What does this mean? It means that residents can move to a new available state house by taking into account family developments and changing needs.

Adapting to the realities of Monegasque families

Over the years, family situations change. Births, children leaving home, separations and deaths are all facts of life. To respond to these changes, bonuses are available to encourage occupants to opt for housing that is better suited to their new reality.

In December 2023, before he passed away, Minister of State, Didier Guillaume, announced the launch of this second part of the National Housing Plan to members of the National Council. The measure is part of a broader desire to guarantee easier access to housing in the Principality, while maximizing the use and availability of properties. In 2024, 63 households found an apartment following an exchange. This number is expected to increase under the new measures.

Bonuses

To encourage families who can (and want to) leave larger homes that are too big for their needs, certain financial incentives have been put in place. A bonus of 10,000 euros is available for those who give up a four or five room apartment for a two or three room apartment.

Streamlined online procedure

Although it was possible to exchange apartments in the past, the PNL now has a more simplified procedure for exchanging state-owned apartments. Now, one doesn’t need to create a file in the exchange register to be able to have an initial overview of the available offer. When one has a tenant account, one can connect to “My domain space” and see the apartments available for exchange, by district, something which was not possible before.

According to the National Council, “The Housing Commission works on the situation of state housing intended for Monegasques…which allows priority tenants (Monegasques or Enfants du Pays) to be accommodated. It is particularly attentive to the implementation of the National Plan for the housing of Monegasques over the next 15 years, as announced by HSH Prince Albert II.”
